Protect All Tenants

To the Legislative Assembly of Ontario:

WHEREAS companies in Toronto and across Ontario are subdividing existing apartments into "makeshift rooms" built from cabinets and similar partitions;

WHEREAS operators use so-called "licence agreements" to deny that occupants are tenants, evading obligations under the Residential Tenancies Act, 2006 such as not adding fire-rated walls, ventilation, windows, or privacy;

WHEREAS the Residential Tenancies Act, 2006 does not clearly define a "rooming house," allowing bad actors to exploit that gap; and

WHEREAS the Rental Housing Enforcement Unit lacks the resources and powers to protect tenants, investigating less than 2% of all complaints;

THEREFORE we, the undersigned, petition the Legislative Assembly of Ontario that the Government of Ontario should:

  1. Ensure that occupants of subdivided units are tenants with full protections under the Residential Tenancies Act;
  2. Increase funding and staffing for the Rental Housing Enforcement Unit;
  3. Strengthen the Unit's enforcement powers; and
  4. Require that tenant complaints be resolved within 30 days.
