1. Welcome Letter from Councillor Wong-Tam
The provincial government recently announced reforms to the Ontario Municipal Board (OMB). Since 2012, I have advocated for removing Toronto from the purview of the OMB, and had high hopes we might see some serious changes to truly give municipalities a greater say in the planning process. Unfortunately, these changes will not go far enough to protect Toronto's planning decisions.
The new “Local Planning Appeal Tribunal” is quite literally the Ontario Municipal Board with a new name. Some of the proposed changes are positive, such as the creation of a new organization to help residents with planning appeals. However, at the end of the day the proposed changes will permit a single unelected member of the tribunal to decide whether a private zoning by-law amendment is "good planning" with little to no deference to the decision of the municipality.
Toronto does not need the OMB, no matter what the province chooses to call it. We have engaged, informed residents and a professional, accredited planning department that advises City Council on planning applications. What we need is the opportunity to own the decisions we make without the threat of an appeal.
This is a 100-year opportunity to see real fixes to our land use planning here in Toronto. I urge you to contact the Province and demand that the OMB implements real change, not a name change.

2. May 2017 Council Highlights
Subway Relief Line and Yonge Extension
City Council voted to advance with the planning and design of both the Yonge Subway Extension and the Relief Line project. Councillor Wong-Tam successfully moved a motion directing staff ensure their work advances in accordance with the Relief Line as the city's number one transit priority.
An additional motion was passed for a 2019 report evaluating and prioritizing the full range of transit expansion projects, including the Relief Line, the Yonge-Bloor Interchange, automatic train control, as well as additional stops for the Regional Express Rail program.
Vacant Commercial and Industrial Tax Rebate
City Council voted in favour of phasing out the vacant commercial tax rebate program by July 1, 2018. This program provides property owners with a tax rebate for vacant and unused commercial-zoned spaces in their buildings and has been the subject of public debate recently. Council's direction requires the Province to adopt the necessary amendments for the phase-out to come into effect.
Rental Affordability in Toronto
City Council voted in support of a range of affordable rent initiatives, including the creation of a report to protect single room occupancy units, and reports on an affordable housing inclusionary policy and the Ontario Fair Housing Plan. Council also gave direction for staff to increase the stock of affordable and accessible housing in the non-profit and private sector, as well as a suite of requests to the Province for cooperation on tenant advocacy and access to resources.
2018 Budget Process
The 2018 Budget directions include a zero percent increase over the 2017 Net Operating Budget and a status quo 10-Year Capital Budget and Plan based on the City's current debt limits.
Motions by Councillor Wong-Tam to exempt operating and capital costs related to AODA compliance and accessibility initiatives and the City's Ravine Strategy from 2018 Budget restrictions were defeated by Council.
City Council also voted against a motions to other programs from 2018 Budget restrictions, including: poverty reduction programs, shelter services, the affordable housing implementation program, Toronto Public Health, the Student Nutrition program, staffing levels for long term care homes, and the childcare growth strategy.
Accessible Parking Permit Abuse
City Council voted in favour of requesting the Province to undertake a complete review of issues surrounding the abuse of Accessible Parking Permits and their enforcement.
Refusal of Zoning Amendment at 280-290 Jarvis Street
City Council voted in support of a staff report refusing the re-zoning application submitted at the municipal addresses 280-290 Jarvis Street, 102-110 Gerrard Street, and 189-193 Mutual Street. Planning staff found the application to be an over-development of the site that would have significant impacts on Allan Gardens.
3. 33rd Annual AIDS Candlelight Vigil: June 20, 2017

This will be the 33rd AIDS Candlelight Vigil, held at the AIDS memorial at Barbara Hall Park. The open community event is held to remember, honour, and celebrate those who have died of AIDS. This year's theme is "In the Spirit of Health & Wellness."

4. Life, Loss, Light – We Remember Orlando: June 12, 2017
On June 12, 2016 LGBTQ2S communities around the globe were confronted with the realities of how violence, racism and homo/bi/transphobia remain very real experiences in our lives. Pulse, a gay nightclub in Orlando, Florida became the target of hate-fueled violence resulting in the deaths of 49 people, many of whom belonging to our latinx community.
In partnership with local artist janet romero-leiva, this year’s Orlando Memorial will include the unveiling of a new community-informed art piece whose presence at The 519 will serve as an important reminder for us to strive for equity, justice and safety for our diverse LGBTQ2S community members here in Toronto and around the world.

5. Pride Month 2017 is here!

6. TreeHouse (202 Jarvis) Community Information Session – Monday, June 5, 2017
Every year, during the final weekend of Pride, the 519 hosts Green Space Festival – an event featuring five signature fundraising events. One of those events, TreeHouse, is temporarily moving from the Ryerson Quad to 202 Jarvis Street for Sunday, June 25, 2017, from 1pm to 11:59pm. This event includes an outdoor show with music.
Community members living near 202 Jarvis Street are invited to a community information session on June 5 to learn about event details, share information, and address any concerns about the event.

7. Village Fest is Coming! – June 17th & 18th in the Church-Wellesley Village
On June 17th and 18th, VillageFest will be taking over Church Street to celebrate Toronto’s LGBTQ+ community. This year, the theme is #LOVEISLOVEISLOVE. With both daytime and nighttime programming, the Church-Wellesley BIA festival promises something exciting for everyone. Laugh with our best local drag queens, peruse through the outdoor marketplace and enjoy extended patios and check out poetry readings and discussion panels. Nuit Rose, will be programming emerging queer arts which will include the phenomenal light parade on Saturday night.
You can even help the community by participating in People With AID’s annual High Heel Strut on Sunday at 4pm (https://www.pwatoronto.org/high-heel/), or by learning more about the featured organization, Rainbow Railroad (rainbowrailroad.ca). The Church-Wellesley Village BIA will bring inclusive fun to everyone!
8. Church-Wellesley Village Safety Meeting – June 15, 2017
Following-up on January’s Village Safety meeting, four Village Safety Walks (April 24, May 4, 11, and 16) and a Village lighting audit (June 5), Councillor Wong-Tam is convening a meeting with the community to share staff updates on activities being undertaken to improve safety. Staff from Toronto Public Health, Streets to Homes, the Toronto Police Service, Community Crisis Response, Parks Forestry & Recreation, and the Parks Ambassador program are all undertaking work to improve the safety and wellbeing of the community. Community groups also undertaking work include the Church-Wellesley Village BIA, the 519, and the Church-Wellesley Neighbourhood Association. Come find out what work is being completed and share your thoughts on how we can continue to work towards an inclusive and safe neighbourhood.

10. Join us on June 18th for the Ward 27 Environment Day and Lunch!!

Join Councillor Wong-Tam at beautiful Allan Gardens for a fun-filled day of activities! Our yearly Environment Day event connects residents with City services and community organizations that are vital to creating healthy, livable neighbourhoods.
This year, our Community Environment Day is extra special as it shares the date with Father's Day. To celebrate dads, we will have an arts and crafts table for you to make creative take home gifts – bring the kids! We will be hosting a special lunch with catering services provided through Scadding Court Community Services. After our tummies our full, Building Roots and partners will show what it can be like to grow food in the City and share some tips about growing food, herbs, pollinators and medicines in containers. Throughout the day there will be live music by Toronto's International Society for Krishna Consciousness and various activities for parents and children, courtesy of the community group, Friends of Allan Gardens.
Visit any time between 10:00 a.m. and 2:00 p.m. to donate and recycle, get your kitchen compost and garbage containers, show off your crafting skills, listen to lively music and much more!
11. Join us for a Public Consultation on the 88 Queen Street East Development

A development proposal has been submitted for Phase 2 of the redevelopment of an entire City block bounded by Queen Street East, Mutual, Shuter and Dalhousie Street by St. Thomas Developments Inc. The Zoning Amendment for the Phase 2 portions of the development, being the mid and southern portions of the block.

The proposal is for the construction of four towers (54, 27, 28 & 28 storeys), a public park and a separate POPS (privately owned public space) featuring a mix of residential, hotel and retail uses. A total of 1,546 dwelling units are proposed. The four new buildings would be oriented along a proposed north-south midblock pedestrian connection.
The City is holding a Community Consultation meeting where you can learn more about this application and the proposed new park design, ask questions and share your comments.

12. Join us for a Public Consultation on the Village of Yorkville Zoning By-Law Amendment
What: Village of Yorkville City-initiated Zoning Bylaw Amendment Consultation
When: Tuesday, June 272, 2017, 7pm to 9pm

City Planning will be consulting with the public on proposed Zoning By-law Amendments for Village of Yorkville that would increase the minimum front setback requirement for buildings. The proposed minimum front setback would be the greater of 3.0 metres; or, where an existing building setback is greater than 3.0 metres, the average of 3.0 metres and the building's existing main front wall setback.
The intent of the proposed Zoning By-law Amendments is to preserve a key attribute of the character of the Village of Yorkville and maintain and enhance the public realm by providing sufficient space for unobstructed pedestrian walkways, informal gathering areas and pedestrian amenities, including trees, seating and other street furniture, all as incremental development occurs.
The Official Plan identifies the Village of Yorkville as an Area of Special Identity in Site and Area Specific Policy (SASP) 211. The proposed Zoning By-law Amendments would apply to properties within the Village of Yorkville fronting on Cumberland Street, Yorkville Avenue and Bellair Street, between Avenue Road and Bay Street. That includes the lands at 157-87 Cumberland St. 141-68 Yorkville Avenue, and 28—100 Bellair St.
The need for the proposed Zoning Amendments has been identified during Phase One of the City initiated Official Plan Amendment process to develop an updated Site and Area Specific Policy (SASP) for the Bloor-Yorkville Area

The City of Toronto is updating its Multi-year Accessibility Plan and wants input from the public. The City would like to understand the source of barriers faced by people with disabilities, and what it could do differently to reduce the impact of that barrier. All feedback, from people with disabilities, disability advocates and the general public, is welcome.
Individuals can participate by attending one of the following public consultation sessions at Civic Centres across the city (registration is required) or by completing the online survey. The survey takes about 10 minutes to complete and will be open until 5 p.m. on June 30, 2017.
Each public consultation will include:
• an overview of the City's Accessibility Framework;
• the City's approach to identify barriers, and plan for their prevention and removal; and
• group discussions on key barriers.

15. Have Your Say About Multi-Tenant House (Rooming Houses)
Municipal Licensing and Standards and City Planning staff are holding a series of public consultation meetings on proposed regulations for multi-tenant houses – commonly referred to as rooming houses.
At the meetings, members of the public will learn about the proposed zoning approach and licensing strategy and will be asked to provide input on:
• proposed definitions
• the maximum number of rooms allowed in a multi-tenant home, and
• what licensing requirements multi-tenant operators will need to comply with (such as cleaning plan, waste management plan and parking plan).
Public consultation meetings taking place in areas where multi-tenant homes are permitted include the following dates and locations:

16. Making Space for Sidewalk Cafes - Public Consultation June 13 + 20
Municipal Licensing and Standards and Transportation Services are reviewing application and permit fees, as well as bylaws that govern sidewalk cafés and displays operating on the public right-of-way. This includes looking at the space required for walking and movement for persons with disabilities, and how this will impact existing café and marketing permit holders.
The proposed permit fees were revised following feedback received earlier this year from the restaurant industry, and from other stakeholders including City Councillors. The revised permit fee proposal that was considered in April by Licensing and Standards Committee will result in a modest increase for most permit holders, while some will see their permit fees lowered.
Two public meetings are being held to provide an opportunity for residents and businesses to view proposed changes, speak with staff, and provide feedback on the proposed fees. Information presented at these consultations will build on the recent "Framework for Harmonization" report that was considered by the Licensing and Standards Committee.

A report recommending a revised sidewalk café bylaw, updated guidelines and fees is expected to be submitted to a joint meeting of the Licensing and Standards and Public Works Committee in fall 2017.
