1. Welcome Letter from Councillor Wong-Tam
I hope you have had a healthy and happy start to 2018. As we work to advance many important issues across the ward.
This Thursday, I will be hosting my 2018 Town Hall on Gender-Responsive Budgeting, which will include a fireside chat with federal Finance Minister Bill Morneau and a panel discussion with policy experts and service providers. Toronto’s budget is a key tool, necessary to advance gender equity by thinking about how spending and revenues impacts Toronto’s families – and especially women, girls, including those with complex, intersecting identities, and gender-diverse members of equity-seeking groups. Gender equity acknowledges and analyses the underlying root causes that different groups of people face based on their social, cultural and economic identities and seeks to redress these through allocation of public resources. Better budgets equal better services for ALL residents, and a more responsible budget.
Next week, I am excited to host a Smart Cities Challenge public consultation on Innovation and the Indigenous District at MaRS Discovery District. This extraordinary initiative will be the catalyst for a future Indigenous District, an international visitor destination anchored with Indigenous cultural and entrepreneurial ingenuity both traditional and contemporary in its pursuits and anchored. The vision of the Indigenous District runs along Dundas Street East, which will be anchored with the development of a 16,000 square feet Indigenous business incubator in the Downtown East.
Our work on small business property taxes continue. The City's tax policy staff have finished their report on smart tax regulations to protect small businesses. On January 24, their report will be voted on by the City's Executive Committee at City Hall. If adopted, their recommendations would implement a 10% tax increase cap for all commercial property tax increases, as of 2018. This Friday, I will be hosting a meeting at City Hall for interested business and property owners on next steps and important actions you can take.

2. Open Letter to Address Toronto's Shelter Crisis
I have been working with Councillors Cressy and Fletcher on finding a way forward to address the Toronto shelter crisis. Yesterday, we announced with supporters including Mayor Tory that we will be advancing critical measures needed to stem the growing shelter demand.
At today's meeting of the Community Development and Recreation Committee, I will table a motion that will ask City Council to introduce many immediate actions including the creation of 1000 plus new permanent shelter beds into the system by the end of 2018 and to extend the winter emergency measures beyond their original closing of April 15 until these beds are officially in operation.
The shelter crisis has shown City Council that it is imperative that we work together to ensure that our shelter system provides a safe, stable place that all residents can access when needed. Read the full letter here.
3. January 18: Town Hall on Gender-Responsive Budgeting
On Thursday, January 18 at 6:00pm, I will be hosting a special Town Hall on Gender-Responsive Budgeting with expert panelists, and facilitated round-table discussions on how to achieve gender equity in Toronto's city budget. By placing a gender equity lens over the city budgets, we can ensure resources are more fairly allocated to serve ALL residents. Better budgets equal better services.
I am also pleased to announce a special guest of the town hall, Federal Finance Minister, Bill Morneau, who will join me for a fireside chat to share how the federal government has prioritized gender-responsive budgeting in their 2018 Budget. Cities across the world have created different forms of gender-responsive budgeting with the purpose of advancing gender equity. Even the 2016 federal budget contained a historic Gender Statement outlining the main challenges and economic inequalities facing Canadian women. It's time for Toronto City Council to put any talk of equity and diversity into action.

4. Smart Cites Challenge Public Consultation: Innovation and the Indigenous District

5. Small Business Property Tax Update - Important Dates
Good news! The City's tax policy staff have finished their report on smart tax regulations to protect small businesses. On January 24, their report will be voted on by the City's Executive Committee at City Hall. If adopted, their recommendations would implement a 10% tax increase cap for all commercial property tax increases, as of 2018. Further study is ongoing for the creation of a new small business tax class and further protections would be proposed before year end.

To be sure that small business and property owners' voices are heard, you need to let Executive Committee know how important these recommendations are for your livelihood, the integrity of the neighbourhood, and stopping taxes from ruining small businesses.

Make sure your voice is heard. This is small business and property owners' best chance at protecting themselves from massive tax hikes under the Province's Current Value Assessment process.

Applications for Official Plan and Zoning By-law Amendment have been submitted for the lands located at 155 Wellesley Street East. The applications propose the conversion of the first two storeys of an existing 18- storey, 116 unit residential rental apartment building to permit a two-storey medical facility and retail pharmacy. The proposed medical facility measures two-storeys in height and has a gross floor area of 2,137.5 square metres (23,000 square feet). The proposed retail pharmacy measures one-storey in height and has a gross floor area of 181.6 square metres (1,954 square feet).

7. 572 Church Street and 100 Wellesley Street East Public Consultations
A joint meeting for both development applications will be held to solicit community feedback.
The application for 572 Church Street seeks to amend the Official Plan and Zoning By-law to permit a 16-storey (55 metres, including mechanical penthouse) mixed use building, the building is stepped back at the 5th floor to create a 4-storey street wall. A total of 98 dwelling units above 285 square metres of retail at grade, result in a total gross floor area of 7,489 square metres. More information can be found in the Preliminary Planning Report here.
The application for 100 Wellesley Street East proposes to construct a 10-storey (36 metres, including mechanical penthouse) infill building along Jarvis Street in a 'U' shape extending along Wellesley Street East to the south and Cawthra Square to the north. Along Wellesley Street East, the building steps down to a 7-storey building to the west and along Cawthra Square the addition steps down to a 6-storey addition to the west. The existing 28-storey rental apartment building containing 427 rental units on the site will be retained. The proposed infill building would be integrated and connected into the existing rental apartment building on site. The proposed infill would require the demolition of 3 existing rental units and reconfiguration of another 23 units. It is also proposed to develop 8 3-storey townhouses along Cawthra Square, immediately east of Barbara Hall Park. In total, 128 new rental residential units are proposed. The proposal, as submitted, it not supportable by staff and additional information can be found in the Preliminary Report here.

8. Learn more about Ward 27 developments
Councillor Wong-Tam wants you to learn about current and upcoming development in your neighbourhood. The Ward 27 Development Map lists every application for a zoning by-law and/or official plan amendment received within the last 5 years. You can view the status of the application, learn briefly what it's about and find links to staff reports, applicant reports and more. The map also includes information about local neighbourhoods, including who is your Ward 27 staff contact and how to contact your local residents' association.
The development map will be regularly updated, with new applications and information when applicable. The map does not include Committee of Adjustment applications. If you see anything that you feel should be on the map, please contact Edward LaRusic at edward.laru[email protected].
